The communally tense situation in SriramColony (Dist. North-East), Delhi

July 3, 2015

A delegation led by Com Brinda Karat, Politburo member of CPI (M) met the Police Commissioner Mr BS Bassi todayand submitted a memorandum in connection with the communally tense situation in Sriram Colony (under PS KhajuriKhas). The delegation included CPI (M) Delhi State Committee members AnuragSaxena, P I Raveendranathan, MaimoonaMollah and residents of Sriram Colony – Rabia Begum, Nargis Begum, Anisa Begum, Meena Begum, Aijaz and Yaqoob.

We requested the CP for hisurgent intervention to prevent the development of any communal tension because of RSS actions in the Muslim dominated locality in Sriram Colony where RSS has been conducting shakhas regularly since last year charging the atmosphere communally.

During the shakha, there literally is a situation of curfew where the Police protects the RSS by barricading the park. During shakha hours, the locals cannot enter the park and fear sending children to school.

On Jun 29, 2015 they conducted an ‘ekatrikaran’ shakha where RSS mobilised its cadre from neighbouring areas in large numbers. They raised provocative slogans intimidating the locals and declared that they would hold a mahasammelan on July 17-18-19 this year. This is a planned and deliberate attempt to create a situation of communal conflagration. It is not an accident that Eid this year would be on 18th or the 19th. This has led to fear among the minority community that Eid namaz might be disrupted again this year as it was last year on Bakrid. This might disrupt Eid celebration leading to more tension in the area. We requested the CP to ensure that the shakha is not held at least during Ramzan and definitely not on Eid.

Let us recall that last year RSS with the help of local Ramlila committee built a platform in the DDA park during Ramlila, which the police had promised would be removed after Ramlila. But to this day the platform has not been removed.

The CPheard the delegation, then called the Joint CP (New Delhi Range) Shri Sunil Beniwal and discussed the matter with him. Mr Bassi also assured us that he would look into the matter.

It is the endeavour of CPI (M), Delhi to ensure peace and harmony is maintained not only in Sriram Colony but all over Delhi.

A copy of the memorandum submitted to the CP is attached.

Dear Shri BassiJi,

This is to request your urgent intervention to prevent the development of any communal tension because of RSS actions in the Muslim dominated locality in Sriram Colony. Regretfully, the elected Member of Parliament from this area appears to be supporting these activities.A delegation has met the police DCP (North East) in this connection. However we believe that this warrants immediate intervention at the highest level.

The recent incident occurred on June 29, 2015 when during the RSS shakha in the morning in the only park (known as Rajiv Park as also RamlilaMaidan), the lathi wielding men brandished lathis daring anybody to enter the park -they were shouting slogans ‘jo park meyayega maar diyajayega‘. The atmosphere of intimidation continued while the police were silent spectators to the entire session of what police termed ‘ekatrikaran’. This means when a number of RSS shakhas all come together in a particular area. The choice of Sriram colony for this so- called ekatrikaran is a deliberate provocation since it is in the midst of a predominantly minority basti. The miscreants are trying to communally charge the atmosphere – playing loud music during aftarupto night prayers, and shouting provocative slogans during the morning shakhas.

You are no doubt aware that communal tensions and incidents have occurred earlier in this area. In the month of Ramzan, this seems to be a planned move by some forces to create communal tension. It comes after an incident (on June 26-27) in which there was a quarrel between neighbours, which was given a deliberate communal colour. However, only the minority community boys were picked up by the police. This has naturally caused resentment because of the biased treatment.

We request you to ensure that communal forces are dealt with firmly. It is essential to stop the RSS shakha meetings in this area. All so called ekatrikaran activities must be prevented, more so during the month of Ramzan.

The police in the area must be prevented from acting with any semblance of discrimination against the minority community. In case there has been any incident which warrants police intervention it must be ensured that the police stop their targeting of the minority community.
