          On the occasion of the XIX Congress of the Communist Party of India (Marxist), we would like to convey to the Congress and to all Party members our warmest congratulations.

          We are delighted to see that over the past years, since your XVIII Congress, facing complicated developments in the international situation, your Party has persistently striven for noble ideal of the time, continued to carry forward the struggle for the consolidation of national independence,  solidarity and unity and become an important force in Indian politics, thus contributing actively to the common struggle of the people in the world for peace, national independence, democracy and social progress.

          We are convinced that your Party will continue to gain new and greater successes by implementing the political resolution adopted by the XIX Congress.   

          May the relations of solidarity,  friendship and cooperation between our two Parties and between the peoples of Vietnam and India be further strengthened and developed.

          May the XIX Congress of the Communist Party of India-Marxist be crowned with fine success.
