1. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address about the serious situation arising in the Central Institutions of Higher education with specific reference to JNU, Hyderabad Central University and IIT Chennai."

2. That at the end of the Motion, the following be added namely: “but regret that there is no mention in the Address about the growing intolerance manifesting the violence and spread of communal polarization in the country."

3. That at the end of the Motion, the following be added namely: “but regret that there is no mention in the Address about the failure of the Government to control the ongoing  attack on  students and journalists by the ultra right." 

4. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address about the high incidence of suicide among Dalit students in the country which is pointing the continuing discrimination, exclusion and humiliation."

5. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address about the failure of the Government to curb the unprecedented rise in prices of all essential commodities."

6. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about the guidelines for the Government in regard to liberalizing Foreign Direct Investment (FDI).”

7. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address about the deprivation of vast majority of poor people to get food under Public Distribution System in the country.” 

8. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about the Government’s failure to re-define poverty line thus wantonly depriving a majority section of  people from right to subsidized food in the country.”

10.   That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about the violent protests and subsequent loss of lives and properties including burning down of railway station in Haryana on the question of reservation."

11. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about huge increase of PSU Banks affecting their financial health."

12. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about the corporate defaulters of Public Sector Banks."

13.  That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the  Address about the  Government’s failure  to tackle the huge unemployment problem in the country.”

14.  That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about the Government’s failure to pass Women Reservation Bill.”

15. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about the failure of the Government to continue the independent foreign policy of the country which has withstood the test of 

16. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about tackling global economic recession affecting Indian industries and loss of jobs of lakhs of workers and employees.”

. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about the failure of the Government to release Indians languishing in jails in various countries.”

21. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about lakhs of  loss of jobs in India during the last two years.”

22. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about the Government’s failure  to review the Centre-State relations as per the demands of the State Governments”

23. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about  the Government’s failure to allot six per of GDP in education.”

24. That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about the failure of the Government to invest enough money in public sector and social sectors to face the ongoing economic melt 

25. That at the end of the Motion, the following be added namely : “but regret that  there is no mention in the Address about the Government’s failure in checking the procurement of obsolete ammunitions.”

26. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address about the urgent need for drastically revising and/or correcting the official definition of ‘poverty line’ which has turned totally obsolete.”

27. That at the end of the Motion, the following be added namely : “but regret the Address fails to mention the innumerable cases of suicide by the farmers during last few years in various parts of the country.”

28.  That at the end of the Motion, the following be added namely :  “ but regret that there is no mention in the Address about failure of the Central Government agencies to unearth the Chit Fund Scam in West Bengal and other States and give relief to the affected people."

29. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address about the failure of the Government to take serious steps on the disastrous impact of global slow down on millions of workers who have lost their jobs, livelihood and earnings due to closure, lay off, wage-cuts, retrenchment, etc. across various sectors.”

30. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address about the Government’s attempt to redefine India’s fundamental principle of ‘per capita emissions’ norm while negotiating how the burden of reducing green-house gases globally, is shared.”

31. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address  about any special package for the special category States to enable them to narrow down regional disparities.”

32. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address about a one-time Debt Relief Package by writing off all the outstanding Central Government loans including interest thereon of the North-Eastern States.”

33. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address about any scheme for employment for unemployed youth of the Special Category States.”

34. That at the end of the Motion, the following be added namely : “but regret that there is no mention in the Address about any comprehensive legislation for the welfare of agricultural workers in the country.”

44. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the Motion about the failure of the Government to take effective steps to provide universal right to at least 35 kg of foodgrains at two rupees a kilo.”

45. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the motion about the failure of the Government to take effective steps to stop the crimes against women and children.”

46. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the motion about the failure of the Government to take effective measures to check the malnutrition among the women and children in our country.”

47. That at the end of the Motion, the following be added namely, “but regret that the motion failed to address the demand of universalisation of public distribution system and a complete ban on speculation and futures trading in the commodity market.”

48. That at the end of the Motion, the following be added namely,  “but regret that there is no mention in the motion about making conditional the employment protection.”

49. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the motion about the strict enforcement of all basic labour laws without any exception or exemption and stringent punishment for violation of labour laws.”

50. That at the end of the Motion, the following be added namely,  “but regret that  there is no mention in the Address about the universal social security for the unorganized sector workers and creation of a National Social Security Fund with adequate resources as per the recommendations of the National Social Security Board for Unorganised Workers.”

51. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the Address about the disinvestment of shares in the public sector units, both central and state which must be stopped completely.” 

52. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the Address about the failure of the Government to tackle the menace of black money, its generation and also to assess the quantum of black money both inside and outside in the country.” 

53. That at the end of the Motion, the following be added namely, “but regret that the address fail to mention the failure of the Government to take effective measures to eradicate Child Labour from the country.” 

54. That at the end of the Motion, the following be added namely, “but regret that the address fail to mention the failure of the Government to liberalize the educational policy to access higher education to all irrespective of their paying capacity.”

55. That at the end of the Motion, the following be added namely, “but regret that there is mention in the motion about the emergence of ‘paid news’ that has been a dangerous phenomenon in media world distorting parliamentary democracy.”

56. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the motion about the failure of the Government to develop efficient water transport in the country.”

That at the end of the Motion, the following be added namely : “ but regret that there is no mention in the Address about the reason why the Government has raised the excise duty 7 times on petrol and diesel even when the prices of crude oil in the international market is declining. This is leading to rise in the prices of all essential commodities."

58. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the motion about the failure of the Government to take effective steps to provide the life saving medicines at subsidized rate and steps taken by the Government to ensure effective Drug Policy which will control the abnormal rise in the prices of medicines.” 

59. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the motion about the failure of the Government to ensure universal coverage irrespective of schedules/fix statutory minimum wage at no less than Rs 10000.”

60. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the motion about the removal of all ceilings on payment and eligibility of Bonus, Provident Fund; and increase the quantum of gratuity.”

61. That at the end of the Motion, the following be added namely, “but regret that the motion failed to assure pension for all.”

62. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the motion about the compulsory registration of trade unions within a period of 45 days and immediate ratification of the ILO Conventions No.s 87 and 98.”

That at the end of the Motion, the following be added namely, “but regret that there is no mention in the motion about the present economic policy regime which has been working overtime to drastically curtail whatever meager social security benefits were available to the workers. A grave conspiracy is a foot to drastically dilute the existing pensionary rights of the workers and employees.”  

64. That at the end of the Motion, the following be added namely, “but regret that the Motion failed to specify the reason for the economic slowdown.”

65. That at the end of the Motion, the following be added namely, “but regret that the there is no mention in the motion that the decision of the Government does not reflect the recommendations of Justice Ranganath Misra Commission report where it has been stated to provide 10% reservation for Muslims and 5% for other minorities based on socially and economically backward criteria.”

66. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the Motion about providing statutory backing to the Scheduled Caste Sub-Plan (SCSP) by enacting a suitable legislation to ensure social justice.” 

67. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the Motion to curb the alarming rise in the atrocities on Dalits, SCs and OBCs in the country.”

68. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the Motion to have a policy for the India’s 8 million differently abled population whose interest cannot be protected in the absence of institutional mechanism.”

69. That at the end of the Motion, the following be added namely, “but regret that there is no mention in the Motion to have a stringent and better legislation particularly for women and children.”
