Sitaram Yechury Seeks Explanation

Date:
July 23, 2015
SHRI SITARAM YECHURY: Sir, I want an explanation for my name being referred to the day-before-yesterday and disparaging comments were made by the Leader of the House....(Interruptions)...
Sir, please permit me. ...(Interruptions)... It
was referred to the day-before-yesterday. I have the right to respond to
that. Please allow me; please permit me. ....(Interruptions)...
MR. DEPUTY CHAIRMAN: Okay. ..(Interruptions)...
SHRI SITARAM YECHURY: Sir, it was said the day-before-yesterday, on Tuesday, that I am raising objections in order to get a television opportunity. I did not object to this yesterday hoping that you would expunge it from the record, but, unfortunately, this was not expunged. ...(Interruptions)... This, I think was a very unfortunate reference that has been made.
...(Interruptions)...
MR. DEPUTY CHAIRMAN: This has not come to my notice.
...(Interruptions)...
SHRI SITARAM YECHURY: Sir, please; I want to make it clear that we do not raise objections in Parliament or discharge our responsibilities for TV opportunities. TV opportunities will continue to come and the TV owners and anchors will tell you that whenever their TRPs or viewership ratings come down, they always ask me to appear. ...(Interruptions)... So, this is a very wrong statement that the Leader of the House has made. I think the entire House requires an apology for having said that I, Sitaram Yechury, am raising objections in order to get television opportunities. ...(Interruptions)...
Sir, this is wrong. ...(Interruptions)...

Secondly, yesterday another allegation was made that I had no answer to say under which rule......(Interruptions)...
It is there on the record. ...(Interruptions)... He said I had no answer to why we were asking for action against the Minister for External Affairs. ...(Interruptions)... Sir, I would like to draw the attention, through you, of the Government to Section 113B(iii) of the Representation of People Act which very clearly specifies why an action should be taken. The Indian law is very clear. ...(Interruptions).... ‘Corruption means not only acts of
commission but also acts of omission.’ Here we are saying
that......(Interruptions).... These wrong statements.. ...(Interruptions)...
Sir, this should be corrected. ...(Interruptions)...
Sir, please order this to be corrected.
...(Interruptions)....
MR. DEPUTY CHAIRMAN: I will go through the records. ...(Interruptions)...
Sir, please order that these should be corrected.
...(Interruptions)...
MR. DEPUTY CHAIRMAN: I will go through the record. ...(Interruptions)...
SHRI SITARAM YECHURY: Sir, it is a grave injustice to charge Members of
Parliament with raising issues to get television opportunity. And, it has been
said by name. ...(Interruptions)... It is there in the records. ...(Interruptions)...
MR. DEPUTY CHAIRMAN: I would go through the records. ...(Interruptions)...
Anyhow, you may reply to that. ...(Interruptions)...
SHRI SITARAM YECHURY: Sir, this has to be corrected and I want your ruling
on this. ...(Interruptions)... Otherwise, the Government must offer an apology
for that. ...(Interruptions)...
MR. DEPUTY CHAIRMAN: What you said is on record. I would go through the
record. ...(Interruptions)...
SHRI SITARAM YECHURY: Sir, how can this be made? ...(Interruptions)...
What is your ruling on that? ...(Interruptions)...
MR. DEPUTY CHAIRMAN: What you said is on the record. ...(Interruptions)...
Now it is on record. It is there. I have to go through that. ...(Interruptions)... It
has not come to my notice; I have to go through that. ...(Interruptions)... I will
go through it. I will go through it. ...(Interruptions)...
SHRI SITARAM YECHURY: Is it the property of the House till you give your ruling? ...(Interruptions)...
MR. DEPUTY CHAIRMAN: If you want a ruling, I need time.
...(Interruptions)... I cannot give it now. ...(Interruptions)... If you want a
ruling, I need time. ...(Interruptions)...
SHRI SITARAM YECHURY: Every notice is bulletined. ...(Interruptions)...
They will be bulletined only when the Chair accepts it and gives the ruling.
...(Interruptions)... Before that, you consult the Parliamentary Affairs
Ministry; correct. You will consult. ...(Interruptions)... Those are the rules.
...(Interruptions)... But, before you give your ruling and accept the motion,
can that be made public here? That is the breach. ...(Interruptions)...
MR. DEPUTY CHAIRMAN: Mr. Yechury, I will give the ruling on that later.
...(Interruptions)... I will give the ruling later. ...(Interruptions)... The House
stands adjourned till 11.00 a.m. on Friday, the 24th of July, 2015.
