The Central Committee of the Communist Party of India (Marxist) elected in the 24th Congress, met for the first time on 3-5 June 2025 in HKS Surjeet Bhavan, New Delhi. The CC condoled the death of people killed in terrorist attacks, those who lost their lives in the unseasonal floods in the North East and the stampede in Bengaluru.
It deliberated on the political developments and issued the following communique.
Israeli Aggression on Gaza: The Central Committee condemns the continuing Israeli genocide which is aimed at the complete destruction of Gaza and its annexation. The BJP government should immediately stop the export of arms and cut military and security ties with Israel. The government should stand firm with the cause of Palestine, reiterate our solidarity and stick to our long standing foreign policy positions for a two-State solution.
Pahalgam Terror Attacks and Aftermath: The Central Committee noted that the people of the country had united in grief and condemnation of the horrific terrorist attack in Pahalgam on April 22. In this, the response of the people in Jammu and Kashmir was exemplary, as they spontaneously came out in protest against the violence. However, the Hindutva forces, contrary to this united will of the people, sought to exploit the heinous terror attack to conduct a hate campaign against Muslims and Kashmiris.
After ‘Operation Sindoor’, the Prime Minister and the BJP have sought to utilise this military operation for partisan political purposes. The speeches of Prime Minister Modi, utilising the operation for electoral purposes, were glaringly evident in Bihar and West Bengal.
There are many serious questions that warrant an immediate answer from the government. The government has been boasting about how the situation in Jammu and Kashmir had returned to normal after the abrogation of Article 370, the special status and dismantling of the State of J&K. Such a flawed approach has led to serious security lapses. The perpetrators of the terrorist attacks, who have been identified, have still not been apprehended. The responsibility and accountability for these failures must be fixed. The first lesson in combating terrorism is to build peoples’ unity, strengthen necessary security measures, plug all loopholes and protect peoples’ lives.
There are also questions about the manner in which the ceasefire announcement took place on May 10. President Trump has repeatedly asserted that the United States intervened to get both sides to agree to a ceasefire. There has been no effective rebuttal of this claim. The Central Committee of the CPI(M) strongly opposes any US intervention in this regard. Such external intervention in the resolution of issues between India and Pakistan goes against the political consensus in our country.
The Central Committee condemned the government’s refusal to convene a special session of Parliament, as demanded by the entire opposition, to discuss all the issues related to the terrorist attacks and their aftermath. Instead of convening Parliament, the Prime Minister has gone around the country in an attempt to drum up jingoism and gain political mileage. The government had declared that the operation was successful and that it had achieved its objectives. But the Prime Minister, in all his speeches, states that the operation has only been paused and not ended. By this, he intends to use this operation for his party’s political project.
The CPI(M) has consistently maintained that military means cannot be the sole solution to curb terrorism. Diplomatic, political, and other measures have to be pursued to fight terrorism. The new doctrine announced by the Prime Minister forecloses all these options. This approach will only fuel jingoism, strengthen extremist forces on both sides of the border, and further widen the communal divide.
Communal Polarisation and Hate Campaign: The BJP/RSS have intensified their communal campaign, spreading hatred against the minorities. Trolls were unleashed on the families of victims, the army’s spokesperson and the foreign secretary. Instead of acting on them, the government chose to remain silent, showing its tacit support to the hate campaign. A large section of the mainstream corporate media also spread jingoistic, communal venom that damaged the reputation of our country.
On the other hand, the government has unleashed its police and investigative agencies to silence all critical voices. Such attacks display the neo-fascistic characteristics of the government.
Migrant Muslims, particularly Bengali-speaking individuals, are being targeted as Bangladeshis and forcibly deported. BJP ministers and leaders made highly offensive remarks.
While the entire country is disturbed by the terrorist attacks and communal hatred, the BJP government is aggressively pursuing its neoliberal policies benefiting its cronies. The RSS/BJP communal policies to divide the people are intended to divert their attention, break the unity of the people and carry on with their attack on their livelihoods.
Real Face of Indian Economy: The government is deliberately concealing the reality of our economic situation. It is tom tomming that the Indian economy is going to outstrip Japan by the end of this year becoming the fourth largest economy, hiding facts like the vast per capita income difference between the two countries. Widening inequalities, crisis of livelihood of the working people are the real features of our economy, which needs to be exposed.
Privatisation of Key Sectors: The government has agreed to privatise and allow foreign operators in nuclear power production. To enable the entry of US nuclear reactor manufacturers, the government has agreed to amend the nuclear liability clause, at the cost of the safety of the Indian people. For the first time, the production of fighter jets is being handed over to private corporations. Privatisation of key sectors like defence, mining and nuclear power are an affront to our sovereignty and security.
Bowing to Imperialist Pressures: The Indian government aims to sign a Bilateral Trade Agreement (BTA) with the US, before the end of the year. Before July, it intends to conclude an interim trade deal. According to reports, the government has already agreed to reduce tariffs on various goods to accommodate US demands. The proposed BTA threatens the livelihoods of Indian farmers and adversely affects Micro, Small and Medium Enterprises (MSMEs), and the pharmaceutical sector. The government is on the verge of approving Elon Musk’s Starlink satellite internet services in India, despite concerns about the potential implications for national security. The government has already concluded a Free Trade Agreement (FTA) with the UK and many similar agreements are on the pipeline. All these deals are non-transparent, without consultations or concerns for protecting the interests of farmers and workers.
The Central Committee opposes all such deals that compromise the interests of Indian working class and its people.
General Census and Caste Census: The Central government, after deliberate and inordinate delay, was finally forced to announce that it will conduct the general census in 2027 and along with it, the caste census. Various apprehensions are being expressed about the intentions of the government about the modalities it intends to follow. The government should immediately convene an all party meeting and discuss these issues.
Supreme Court Judgement on Governor’s Powers: The central government refuses to accept the Supreme Court’s judgement on the powers of governors and respect the will of state legislatures. It has gone for a presidential reference to the Supreme Court. This reflects the BJP’s authoritarian stance and its contempt for the principles of federalism.
Support to the 9th July General Strike: The Central Committee extends it complete support to the 9th July general strike called by the central trade unions. On the same day, the Kisan and agricultural workers are conducting protests on their demands. It calls upon all its members and units to actively campaign in support of the strike to make it a success.
Floods in North East: The unseasonal floods in North East have caused a huge destruction of lives and property. More than 36 people have lost their lives and over 5,00,000 people are reported to have lost their houses. The Central government should immediately step in and ensure adequate relief and rehabilitation.
Elections: Elections to the Bihar Legislative Assembly are scheduled for October 2025, and the Party has started consultations with all the Left and secular opposition parties in Bihar to jointly work for the defeat of the BJP and its allies.
Future Calls:
- The Central Committee has decided to observe a week long campaign in June against terrorism, war mongering and efforts to spread communal hatred, using the Pahalgam terrorist attack.
- A delegation of the Party, led by MA Baby, General Secretary will be visiting Kashmir on 10-11 June 2025. The other members of the delegation are: Amra Ram, Member Polit Bureau, MP (Lok Sabha); K Radhakrishnan, Member Central Committee, MP (Lok Sabha); John Brittas, Invitee to the Central Committee, MP (Rajya Sabha); Bikash Ranjan Bhattacharyya, MP (Rajya Sabha); Su Venkatesan, MP (Lok Sabha) and AA Rahim, MP (Rajya Sabha).
- The entire Party will immediately organise protests against the Israeli genocide on Gaza, Palestine.
- The Central Committee decided to organise programmes in defence of democracy and expose the authoritarianism of the present government on the occasion of the 50 years of the declaration of emergency. This occasion will be used to expose the dubious role of the RSS during the emergency.
The Central Committee also discussed and took some organisational decisions. A Central Secretariat was constituted comprising of: MA Baby, BV Raghavulu, Muralidharan, Rajendra Sharma, K Hemalata, Vikram Singh and KN Umesh.
