The Draft Political Resolution of the 24th Congress was adopted unanimously on 04.04.2025 in the evening session.
53 delegates participated in the discussions on the Political Resolution, which started on 3rd April and concluded yesterday afternoon. Prakash Karat, Coordinator of the Polit Bureau replied to the discussions and also to the amendments that were moved by the delegates. 174 amendments were received from the delegates.
Highlights of the Draft Organisational Report
The Draft Organisational Report was introduced by BV Raghavulu, Member, Polit Bureau in the evening session yesterday.
- The Party actively supported the struggles led by the Central Trade Unions against the attack on working class rights and also the struggles led by the SKM on the issues of peasants. It led some important struggles on the issues of basic classes for land, house sites and livelihood in Tamilnadu, Telangana, Andhra Pradesh, Maharashtra, Bihar, Rajasthan and other states.
- In Kerala, huge campaigns against central government policies were conducted. In West Bengal, youth conducted an extensive campaign against unemployment. In Tripura, campaigns were conducted against BJP attacks and its anti-people policies.
- The Party had also played an active role in protests against atrocities on women and children specifically in states like West Bengal and Tamilnadu.
- Party membership has increased since the last Party Congress 9,85,757 (2021) and is 10,19,009 in 2024.
- The percentage of women members in the Party increased from 18.2 per cent to 20.2 per cent in 2024.
- The percentage of youth in the Party saw an increased from 19.5 per cent in 2021 to 22.6 per cent in 2024.
- The Party has a healthy class composition – 48.25 per cent belong to the working class, 17.79 per cent are agricultural workers, and 9.93 per cent are poor peasants. Thus, 75.97 per cent of members come from the basic classes.
- The membership of mass organisations has increased by 64 lakhs since the last Congress.
The Draft Report also deals with the organisational measures that need to be taken for the implementation of the tasks adopted in the Political Resolution.
Till now, 18 delegates participated in the discussions on the draft organizational report. They are: PK Biju (Kerala), Pranav Barman (Tripura), Prem Chaudary (Haryana), Debbrata Ghosh (West Bengal), Satchidanandam (Tamilnadu), Nirangush Nath (Assam), Jagan Chaudhuri (Rajasthan), Chukka Ramulu (Telangana), Syam Bharathi (Bihar). Vinod Govindwar (Maharashtra), Ramnarayan Kuraria (Madhya Pradesh), Bhupal Singh Rajput (Uttarakhand), Dushant Kumar Das (Odisha), Harsev Bains (Britain), Ayyappan (Andaman and Nicobar Islands), Prabir Purkayastha (CC units), Anurag Saxena (Delhi) and Md Riyas (Kerala).
The discussions will continue in the afternoon session.
Resolutions
13 resolutions were adopted in this session. They are:
- Demanding the immediate withdrawal of the divisive and unjust Waqf Amendment Act. It was introduced by Elamaram Kareem, member of the Central Committee and seconded by Anju Kar member of the central committee.
- Restore full statehood and democracy to and ensure rapid development of Jammu and Kashmir. It was introduced by Yusuf Tarigami, member of the Central Committee and seconded by Uday Narkar, member of the central committee.
- Solidarity with Cuba and condemning the inhuman economic blockade imposed by the US. It was introduced by Arun Kumar and seconded by Mayukh Biswas.
- Withdraw national policy framework on agricultural marketing. It was introduced by Krishna Prasad and seconded by Karumalaiyan, member of the central committee.
- Recognize basic needs as fundamental rights. It was introduced by BV Raghavulu, Member, Polit Bureau and seconded by AR Sindhu member of the central committee.
- Demanding extension of reservations for SCs, STs and OBCs to the private sector. It was introduced by Ramachandra Dome, member, Polit Bureau and seconded by Ishfaqur Rehman, member of the central committee.
- Resist Privatisation attacks on public electricity sector. It was introduced by Sudip Dutta, and seconded by Pramod Pradhan.
- Against deep sea mining. It was introduced by Thomas Isaac, member of the Central Committee and seconded by Ali Kishore Patnaik, member of the central committee.
- Against increasing violence on women and children. It was introduced by Mariam Dhawale, member of the Central Committee and seconded by Surender Mallick, member of the central committee.
- Combat drug addiction among youth. It was introduced by Sukhwinder Singh Shekhon, member of the Central Committee and seconded by Arun Mehta, member of the central committee.
- Ensure equal rights and dignity for LGBTQ+ Individuals. It was introduced by U Vasuki, member of the Central Committee and seconded by K Neela.
- Ensure dignity and justice for the disabled. It was introduced by Jhansi Rani and seconded by Samya Ganguly.
- Oppose the UGC draft regulations. It was introduced by Rajeev Kunwar and seconded by VP Sanu.
